I. Company Overview In 2004, Songtao Sanhe Manganese Industry Group Co., Ltd. completed and put into operation the first production facility, featuring a 20,000-ton-per-year electrolytic metallic manganese production line. In 2009, the company undertook an expansion and renovation project, launching the second production facility with a capacity of 30,000 tons/year. In October 2015, the company initiated a comprehensive upgrade and technological transformation project for its 50,000 t/a electrolytic metallic manganese production line. This project leveraged the existing capacities from the original first facility (20,000 t/a) and the second facility (30,000 t/a), phasing out the older 20,000 t/a metallic manganese production line at the first facility while expanding and upgrading the second facility to accommodate the full 50,000 t/a capacity. As a result, the company now operates four separate electrolytic metallic manganese production lines, each with a capacity of 12,500 t/a. The project covers a total area of 91,943 square meters, with a total investment of 213.955 million yuan. Environmental protection measures account for 8.13% of the total investment, amounting to 17.4 million yuan. II. Compliance and Regulatory Status 1. The 50,000 t/a electrolytic metallic manganese production line upgrade project was officially registered with the Songtao Miao Autonomous County Bureau of Industry and Commerce under Document No. [2015]7 issued on August 31, 2015. The project’s environmental impact assessment report was evaluated by the Guizhou Provincial Environmental Engineering Assessment Center and subsequently approved by the Guizhou Provincial Department of Ecology and Environment, receiving approval document No. [2016]23 in February 2016. Construction commenced in October 2015, followed by a trial run on December 7, 2016. Finally, on August 17, 2017, the project successfully obtained the Environmental Protection Acceptance Certificate for Completed Construction Projects (Registration No.: 520000-2017-114). 2. The company has secured a discharge permit (Certificate No.: 91520628755387186G002P). 3. On April 27, 2022, the company successfully passed the third-level Clean Production Audit conducted by the Guizhou Provincial Department of Ecology and Environment (Document No. [2022]16). III. Solid Waste and Hazardous Waste Management 1. As of the first half of 2022, the accumulated stockpile of manganese slag reached 98,896 tons. Additionally, 1,049.13 tons of anode slag were generated and have been sold to relevant ferroalloy plants for use as raw materials. 2. In 2021, waste mineral oil and laboratory waste liquids were properly handled by qualified disposal units. In the first half of 2022, the company received 253.27 kg of laboratory waste liquids and 489.56 kg of waste mineral oil, both of which were managed according to regulatory guidelines. IV. Operation and Management of Environmental Protection Equipment and Facilities 1. The ore stockpile area within the grinding workshop is equipped with rain shelters, dust control systems, and mist sprayers. Ore transportation is conducted via enclosed conveyor belts. The grinding process utilizes fully enclosed negative-pressure equipment, while dust generated from the crushing system and high-pressure roller mill grinding system is captured by two baghouse dust collectors. A single-machine dust collector is installed atop each material silo, achieving a dust removal efficiency of over 99.5%. 2. The chemical pulp preparation system is fitted with two sets of dust collection equipment, with collected dust being reused in the pulp-making process. The prepared solution is then transported through pipelines, preventing secondary pollution. Four acid mist treatment towers have been installed in the chemical leaching stage; after treatment, the exhaust gases are discharged through a 15-meter-high stack, meeting the Class II emission standards outlined in the "Comprehensive Emission Standards for Air Pollutants" (GB16297-1996). All dust collection, dust recovery, and acid mist treatment systems are operating smoothly. A containment dike has also been constructed around the chemical reaction tanks to prevent overflow of chemical solutions. The dike remains intact, with no signs of damage or leakage. 3. The electrolysis workshop features energy-efficient, environmentally friendly RPP polymer electrolytic cells mounted on elevated racks. The workshop floor has undergone specialized anti-seepage treatment using a three-layer coating combined with five layers of oil-based protection, ensuring complete impermeability without any cracks or leaks. Silent axial fans are installed throughout the workshop to facilitate air circulation and ventilation. 4. The filter press workshop employs advanced filtration equipment capable of reducing manganese slag moisture content to approximately 24%. The filtered manganese slag is conveyed via conveyor belts directly to the designated slag storage area, complying with the requirements specified in the environmental impact assessment. 5. Wastewater generated during production, along with leachate from the slag storage area and initial rainwater runoff, is entirely recycled for reuse in the plant’s water supply and solution systems. Domestic wastewater is collected, treated, and then routed through the municipal sewage network to the Songtao Economic Development Zone’s centralized wastewater treatment plant for further processing. V. Operation of Pollution Control Equipment and Facilities 1. The company operates a dedicated wastewater treatment station equipped with a 620-cubic-meter wastewater treatment tank, a 600-cubic-meter equalization tank, and two pressure filters with a combined filtration capacity of 13 cubic meters. The station can handle approximately 1,800 cubic meters of manganese-containing wastewater daily, with a maximum treatment capacity of 500 cubic meters per day. The facility is staffed by one station manager, one deputy manager, and 12 operational personnel. 2. An online monitoring system has been installed for both the slag storage area and key pollution sources across the factory premises. These systems are maintained and operated by Guizhou Jinhong Environmental Technology Co., Ltd., which ensures their smooth functioning. Additionally, the company has implemented a robust video surveillance system that is also operating effectively. 3. Two 2,500-cubic-meter rainwater collection tanks, two 2,500-cubic-meter equalization tanks, and two sets of emergency pumps have been set up, including a 1,000-cubic-meter accident emergency pool equipped with two pumps (one working, one standby). These systems ensure reliable transfer of emergency fluids either to the centralized accident emergency pool or back into the production cycle for reuse. 4. Acid, nitric acid, and ammonia storage tanks are all equipped with intact containment dikes, free from any leaks or damage. Emergency eyewash stations and shower facilities remain fully functional. 5. The slag storage area’s leachate collection tanks, as well as the emergency storage tanks for sulfuric acid, ammonia, and rainwater, are structurally sound and show no signs of damage. Auxiliary components such as valves, pumps, and pipelines are all in proper working order, with no evidence of cracks, drips, or leaks. 6. The manganese slag storage facility, along with its associated safety and environmental protection systems, is operating smoothly. Three groundwater monitoring wells have been established and are currently in regular use. 7. Cooling towers and cooling water circulation systems equipped with manganese sand filtration units are functioning normally, with no instances of coolant splashing or leakage observed during operation.The cooling circulation pool showed no signs of leakage. 8. An emergency supplies warehouse has been established, managed by dedicated personnel. It is fully equipped with appropriate emergency supplies and vehicles tailored to various rescue scenarios, ensuring a reliable supply of materials in case of accidents. VI. Pollution Prevention and Environmental Emergency Response Measures 1. An environmental management structure, including the Safety & Environmental Protection Department and a wastewater treatment plant, has been set up. Comprehensive environmental protection policies, operational procedures, and job-specific responsibilities have been implemented. 2. Quarterly monitoring of pollution sources, inlet and outlet points of culverts, water quality at monitoring wells, and river cross-sections is conducted by a qualified third-party testing service provider. Additionally, regular sampling and analysis of river sections are performed to effectively prevent and manage pollutants, enabling continuous improvements in environmental protection, management, remediation, and gap identification. Monitoring for the first and second quarters of 2022 has already been completed. 3. Dedicated staff conduct daily safety and environmental inspections, while monthly proactive reviews are carried out to identify potential hazards related to emergency response preparedness and risk mitigation measures for sudden environmental incidents. Detailed records are meticulously maintained for each inspection. 4. All departments and workshops that consume water are equipped with water meters. Daily, designated personnel monitor water usage across each workshop uniformly. Monthly assessments based on a predefined water consumption plan are conducted, rewarding conservation efforts and imposing penalties for excessive usage. 5. Comprehensive regulations and procedures governing slag storage management have been developed, along with detailed slag storage operation plans. A dedicated duty room has been established, and full-time slag storage managers oversee routine maintenance of all equipment, maintaining accurate operational logs and records. 6. Environmental emergency response plans for both the plant area and the slag storage facility have been rigorously prepared as required. In the first half of 2022, a successful drill was conducted specifically targeting potential environmental emergencies at the slag storage site. 7. During the flood season, specialized personnel are assigned to conduct regular safety inspections and maintain constant vigilance over the slag storage area, hazardous chemical storage zones, and production facilities.
